Cecile Lantican

Over the past 30 years, Cecile Lantican has been actively involved in government-led and foreign-assisted development programs to address public health concerns (RH, family planning, avian influenza and pandemic flu, agricultural technology transfer, environment and natural resource conservation, and education. She held responsible positions in various capacities including serving as project manager/program officer, communication specialist, IEC/behavior change communication (BCC) and advocacy advisor, and trainer/module writer of IEC/BCC and advocacy support materials. Presently, she is the Country Coordinator of the Mekong Infectious Diseases - Behavior Change Communication Project in Lao PDR. She manages and coordinates communication, capacity building, and research activities and also provides technical assistance to government counterparts on emergency and pandemic flu activities for AED's PREVENT project. In 2008, she was AED's Country Coordinator for the AI-BCC project in Cambodia. In the Philippines, she served as the Communications Director of PRISM (Private Sector Mobilization for Family Health), a five-year USAID project that motivated private sector involvement, particularly the formal employment sector, in the institutionalization of workplace family health programs (family planning and maternal and child health). She was Deputy Chief of Party and Technical Officer of the four-year USAID-funded Social Acceptance Project - Family Planning in the Philippines, which was implemented in select regions in the country by an international consortium of NGOs. Ms. Lantican was previously also the National Programme Officer for IE/BCC and Advocacy of the United Nations Population Fund (UNFPA - Manila) for the fifth cycle of assistance to the Philippine government. She served the Philippine government for 22 years and was the Director of Scientific Documentation and Information for the National Research Council of the Philippines under the Department of Science and Technology (DOST). Ms. Lantican is a native of the Philippines. She holds a PhD in communication.
